Urban Regeneration Law

Risky building assessments and objections, majority decisions of owners, contractor agreements, sale of land shares and disputes arising from regeneration.

Urban regeneration (kentsel dönüşüm) is the process of rebuilding structures and areas at risk of disaster, particularly earthquakes. Its main legal framework is Law No. 6306 on the Transformation of Areas Under Disaster Risk and its implementing regulation. The Law was extensively amended in 2023 by Law No. 7471.

Because urban regeneration simultaneously affects owners' property rights, the rights of tenants and holders of limited real rights, contracts with contractors and administrative acts, time limits and procedure must be observed at every stage.

  • Annulment actions against administrative acts within the thirty-day time limit
  • Termination of contracts and compensation where the contractor fails to start or abandons the work
  • Partition and division disputes over the land after demolition
